It really depends on what your art is, how big you tend to work and your budget.
Photos are pretty good, but you're gonna spend $ on lighting (tho you can get them second hand/DIY). Scanners are good but more $$$ in my pov.
I work digitally now so take with a grain of salt. YMMV. Good luck!
A good scanner is a kick ass tool. Good ones will keep your art from looking flatter than it actually is. Idk what it is about the cheap ones but they'll take a beautiful piece and make it look so freakin flat x.x
You also may have to deal with wrinkles/warping on paintings
Good photos depend on a good lighting set up. I used to do photos for a few art friends and using a photo light box/diffuser box, at least two major light sources with diffusers, and a set up for either hanging it upright or laying it flat.
The frustrating part was dealing with any goddamned glare

Vooglam and Zeelool are both quite good. I've gotten prescription lenses from both and had no issues. My eyesight is ✨atrocious ✨ and both had no issues filling the script.
