In explaining to folks how to do alt text in line with best practice, I do find it helpful to go back to that basic premise. Don't imagine that you're writing for a specific type of user, but for a specific situation.
The image can't be seen. For whatever reason. What info is needed from it?
The difference is really about whose needs we consider normal and whose needs we consider extra.
“Universal design” means that when we design society inclusively, it benefits everyone.
The other point to remember is that everyone, if they live long enough, will become disabled. Just because you don’t need an accommodation now doesn’t mean you NEVER will.
But it means caring about wellbeing.
