Obviously there are exceptions to it
Mostly, committee decides the amount of episodes a show will have and how it will spread (consecutive, only one cour, split, continuous and etc), the decision for the covering of the source material usually is in the kantoku and series comp hands to deal with, sometimes with a hand of the producer
