If cartels are terrorist organizations then the U.S. gun manufacturers who supply 74% of their guns should be liable for assisting terrorist, which makes them terrorist organizations also.

Gun manufacturer will argue, "We don't MAKE people use guns for violence. That is entirely on the people who use guns for violence."
The problem is that the same justification can be used by cartels: "We don't MAKE people take drugs. That is entirely on the people who take drugs."
