Agree, at a minimum both income related and non-income related disability benefits should be devolved, rather than just non-income related disability benefits as is currently the case.

SG are (rightly) spending ยฃ314m in additional spend on Adult Disability Payment (ADP) above what they receive from UK gov for equivalent spend on PIP
If PIP spending decreases that funding gap will grow and grow
(Partial) devolution of social security was always going to be messy. The current and next SG are in an unenviable position of either copy and pasting these regressive changes to PIP to ADP (undermining the point of devolution) or finding money from somewhere to fill an ever increasing funding gap.
- How will Scottish claimants eligibility for the UC health element be assessed if the PIP assessment replaces the WCA as the means of assessment. We no longer use the PIP assessment in Scotlandโฆ
- Tightening eligibility to PIP and any associated reduction in spending will result in a reduction to the block grant to the Scottish Gov
- Will the UK gov continue to view ADP as โequivalentโ to PIP - providing access to โpassportedโ benefits - if the SG doesnโt mirror the changes to PIP?
The UK Govโs green paper on social security says next to nothing about the impact of the proposals on the Scottish social security system and those supported by it. But knock on impacts, particularly to Adult Disability Payment (ADP), could be significant:

PIP is not an out-of-work benefit. So why are you trying to score political points by insisting young people on #PIP must work, volunteer or go into training?
PIP enables disabled people to do these things. Cutting it will do the opposite.
