I've found the paper makes a huge difference for me - I use Strathmore 500 series board, and it takes paint rather differently than most watercolor paper - more vibrant, but also lifts more easily (which is a pro and a con because you can't layer much with dark colors).

Sizing on watercolour paper can deteriorate and go bad. This videos uses Daniel Smith Watercolor Ground and Holbein Sizing Liquid to restore the sizing. AFFI...
@fallenlights.bsky.social I’ve never tried this but apparently you can (try to) repair the sizing on watercolor sheets by reapplying it
It may be worth trying if you think the whole lot has gone bad?
