a bill is supposed to pass one chamber or another by last friday or it's dead for the year

but they're not defining that by the content of the bill, only its number

so if you have a live number, you can stuff any language you want in it and that language counts as alive

it's called a "vehicle" because legislators are pulling contents out of it and substituting their own contents as the bill keeps rolling down the road

it's to get around the crossover day deadline. A live vehicle can have contents of a dead bill put into it

HB 165 is "a vehicle." the intro is about repealing a tax credit on leased vehicles. It never was that, but did waive taxes on some stuff for affordable housing

then it became something about disaster losses
