Finally, we can’t think about electric bills in isolation. Using today's gas delivery system costs: If just 10% of gas customers exit the gas system, remaining customer gas bills increase by $137 - up to $1,233 at 50% full electrification.

3) Annual energy costs only increase for those using a minimum-efficiency heat pump. The use of high efficiency HPs should hold customer energy bills about constant. When adding additional building shell improvements + TOU rates to that high-efficiency HP, a customer can save over $1,000 a year

The report finds:

1) TOU rates can save electric customers hundreds of dollars over the year and prevent costly grid upgrades in the future;

2) Of the options on the table, TOU rates are the only rates that minimize grid impacts that drive continued long-term affordability challenges.

In the era of electrification, the link between customer counts, throughput, & peak day needs will be increasingly severed. Overestimating needs risks overspending customer $s on pipes, unnecessarily exacerbating energy affordability issues. Accurate and granular forecasting is hugely important.

Today's gas utility regulatory reform highlight: Xcel Colorado has committed to building "bottom-up" forecasts based on technology adoption & appliance saturation (rather than blunt customer counts/assumptions about peak day use) to feed into its future gas infrastructure plans.
