I can see that happening, though it'll have to be priced really aggressively against the Steam Machine and come out with some banger exclusives that somehow aren't on Game Pass? Also getting players to trust the Xbox brand on top of this. Woof.
That's my thought, if they are going to say "long-term cost-saving" they have a huge hurdle as people balk at that price point. It would be a console for the few while Game Pass is the thing for a wider consumer push.

Exactly. You can bring back the player count of a dwindling game, but not of one that you've completely shuttered. Maybe they were so embarrassed by the entire thing that they want everyone to stop making memes on it - but shutting it down is also fuel to get dunked on.
