because bombing WAS the plan. They're not trying to take out targets, they're not trying to achieve a geopolitical result, they just think if they hit hard and fast enough Iran will agree to do what they want from now on. That's really the theory they have.

In general the NBA has the problem a lot of places do now where rich and powerful people are just a lot dumber than you want them to be so they can't imagine that doing any one thing will initiate a response of some kind so they just keep doing versions of "no! stop doing that!"
But just for the hell of it, my personal, bespoke solution would be just to give the worst eight teams or so the same lottery odds, so it didn't really matter if you won 5 or 20
I don't think tanking is a problem you can solve, and I think when you place it in context - no one, anywhere in the economy, is willing to lose money to deliver a better product - it explains a lot. This time of year can be hard though, bad teams losing, good teams resting
