I think the school district makes their people hard to contact on purpose. Eg listing phone numbers on their contact info that auto disconnect if you don't know an extension (the enrollment office, btw). It's brilliant work, exactly the sort of task avoidance skills I learned in this same district.
It's amazing how often someone who misuses the phrase "begs the question" turns out to be absurd and unserious in the same breath.
They're wrong, but, good writing is *like* coming up with unique similes.
