I really like @petercossins idea to have the Montmarte circuits first then the Champs after. Means you could fix things so a puncture not terminal and sets up a battle between sprinters + teams coming back and attackers.

The race should still be neutralised, the cars have no access to riders once you hit the new circuit. Potential to lose the Tour on last day (or whichever position) because you can’t get a spare bike isn’t really OK.
