Administratively, that is much more difficult (and leaky). When visas are widely abused and the issue is systemic, the solutions need to be systemic to match.

The country at large would like the immigration numbers brought down. I don't see how that can be achieved without setting an arbitrary threshold that would be unfair to someone.

If there is another way, I'd be interested to hear it.

Any tightening of entry rules will lead to situations like this. There will always be edge cases that seem deeply unfair (particularly for married couples who fall outside thresholds).

So there is no carve-out that the government could apply that wouldn't be unfair to some worthy person.

Like the case of sugar in processed food, it is beyond me why governments don't act to control this.

Any social media that tweaks their algorithms is a publisher and should be regulated accordingly, just like national broadcasting and advertising.
