And, in fact, the first United States airing of Voyage of Melonia I could find my my TV listing archives was a Disney Channel broadcast on January 19th, 1994.
Not quite true, back in their premium cable days the Disney Channel had a decent amount of acquisitions to fill in time, like Care Bears and Pound Puppies reruns, and they did bring in non-Disney foreign films.
