There are definitely more things you can do with clean water than money in and away from civilization
But you also need a second container to be able to do anything with the water besides directly using it
If both are sealed/unsealed normally they do not break, and their contents are refilled once they are sealed again
Both items reset their contents the moment they are closed again
Would you rather have
A 200ml glass bottle that can replenish itself with clean, room temperature drinking water?
Or a paper envelope that always produces money of any currency equivalent to the current exchange rate of 20 usd?
Note that both items can break and will no longer work even if fixed
