I would argue they knew exactly what they were doing, which was deliberately sabotaging needed public works programs by offering snake oil they never had any intention of delivering.

Took weeks to figure out what was going on, and weeks more to fix it (which is fully closing it out).
Well sometime last year Trump and Musk obtained top-secret plans to protect Taiwan and most of the Pacific areas of interest just before they met with Chinese leaders to hammer out some sort of business deal.
