From our perspective, healthy democracy isn't only election based. It's also based on how The People react to what is being done between elections. If half the country goes on strike, something wrong is being done.
May I bring another perspective ? In France, we do have elections, and we co sider the president is legit in his role. BUT if the way he is "presiding" isn't to our taste, we WILL take the streets, go on strike, mobilize in order to encourage power to soften their approach.
Watching as a French, it is beyond my understanding how these things unfold and there isn't a general strike happening.
