On December 16, 34 states and the EU signed a convention in The Hague establishing the International Claims Commission for Ukraine. Portugal signed, reaffirming its commitment to accountability for war crimes and the democratic reconstruction of the country.

On December 3, 2025, the CoE opened for signature the Convention on the Protection of the Environment through Criminal Law. Portugal was one of the first signatories, alongside Moldova and the EU, reaffirming the priority given to environmental protection and international cooperation.

On November 27–28, the 19th Ministerial Conference of the Pompidou Group, the Council of Europe’s Cooperation Group on Drugs and Addictions, took place. Portugal was also recognized with two projects in the 2025 Drug Prevention Award, Crisscross and GATO, funded by ICAD.
