2. The City and DOJ's joint motions to dismiss much of what remains of the Settlement Agreement

I guess another way to come to this conclusion is to ask yourself:
Should all Clean Energy Surcharge funds be used to support the City's Climate Investment Plan?
And, if you say yes, then you need to reject PPA's depressing, pessimistic, misguided ballot measure.
All you need to decide if this is a good ballot measure is to look at the very last line of the ballot title document, which tells you what happens if the ballot measure fails:
"All Clean Energy Surcharge funds used to support Cityβs Climate Investment Plan."
This ballot measure must fail.

QUESTION Should Portland plan to increase police staffing to 2.0 officers per 1,000 residents using 25% of Clean Energy Surcharge? SUMMARY In 2018, Portland voters imposed 1% Clean Energy Surcharge on large retailers. Surcharge raised approximately $167 million in FY 2024-2025. Revenue from Surcharge is deposited in Portland Clean Energy Community Benefits Fund to support Cityβs Climate Investment Plan. If measure approved, amended Charter would: β’ Set new policy to fund Police Bureau at level of at least 2.0 sworn officers per 1,000 residents. β’ Require 25% of existing Clean Energy Surcharge to go to new Enhanced Community Safety Services Fund. New fund may not be used to reduce general fund support for Police Bureau below preceding fiscal year. β’ Require new Enhanced Community Safety Services Fund Commission to adopt plan to recruit, hire, maintain, and support at least 2.0 sworn officers per 1,000 residents by 2030 and beyond. Did you know the City of Portlandβs relatively robust lobbying regulations rely on self-reporting? Lobbyists are expected to register with the City, maintain records of their interactions with officials, and submit their records to the City. Not everything you might consider lobbying gets reported!
