This is the paper. It’s actually very interesting. And it’s like three papers in one. It always blows me away when someone manages to stitch this much work together in a way that’s coherent and engaging. The field won’t be the same without her.

We invaded Afghanistan to get bin Laden after 9/11. Israel decided to kill the ayatollah after 10/7 because Hamas is an Iranian proxy, meaning they’re just as culpable for that attack as Taliban Afghanistan was for 9/11. But Iran is so much more than just that.
Iran created the shahed drone. Russia bought a bunch of them to fire into Ukraine and liked them so much they built a factory to produce them in Russia with Iranian assistance. So when you think about it that way it’s pretty obvious that Iran has acted against European security already.
