Wow, what a terrible headline. He didn’t “apologize 18 times,” he said 18 times that he’d already apologized (which, given his behaviour so far, is clearly a claim that should be verified before it’s reported).
In about 3 minutes, the Mayor of Vancouver said “I spoke with Councillor Orr & apologized for my comments” 16 times. That was his answer to every question about why he claimed Sean Orr had handed out illegal drugs to people on the street during Christmas.
