I feel like Voyager is having a moment. It's being referenced in the new shows as much as any other show, and it's finally crawling out of the shadow of all the other shows. DS9 was always different because it was on a station, but Voyager was ship-based without being on an Enterprise.

I'm thinking because First Contact takes place ten years after the end of the war, Riker is referring to the post-war casualties. Nuclear fallout, lingering health conditions (similar to what 9/11 first responders still struggle with today), veteran PTSD, etc.
