The accusation raises brand new questions about Perez and his sister, who is a Cleveland police officer, and witnessed the attack, according to the victim, Kayla Pincus. Pincus lives in Cleveland and said she reported the rape in 2024. In 2025, the DA declined to take the case to a grand jury. 5/🧵
There were rumblings about other misconduct related to Perez prior to his departure, but nothing I could report on at the time. Perez moved to Iowa and rejoined the Pentagon as a contractor. His role is still vacant. And then I get that text: A woman publicly accused Perez of rape 4/🧵
I was the first -- and only -- reporter to publish stories about the harassment, discrimination and hostility they reported over Perez's leadership style. Although he was cleared of most charges, within a year, he had resigned over cryptic circumstances during a city budget hearing in 2025. 3/🧵
Taking a few steps back, when I got to Cleveland, I stumbled into the dysfunction that is the city's police oversight. Specifically, the Office of Professional Standards and the Civilian Police Review Board. In 2022, both had received "independence" from the city and in short, it's been a mess. 2/🧵
