I can only think of one single use for this and it would be for small special forces teams who need to restrain certain people in the field (eg., al-qaeda) during initial capture when there is limited manpower. That's it. Once they're at a facility where there are human resources, it's not needed.
It's just a stunning display of how the moral compass of the GOP party has long since been broken and is now hanging in a dusty closet behind a locked door. Maybe some future leader will find the key to dig it out and repair it, but I'm not optimistic.
