Can any writers or publishers recommend somewhere to summit a fiction chapbook I’m putting together with several dozens stories I’ve written?

What are your thoughts, #writerscommunity, on men writing stories with female narrators and visa versa? Is that frowned upon, simply unexpected, or no biggie?
