I would also look at ensuring staff wages were covered first and legislate to be able to investigate the remuneration of shareholders and board members to see if payments were excessive and available to claw back.

The problem with this is that lots of independent contractors and small business suppliers would lose out and potentially fail themselves.

Maybe limiting the fees chargeable by insolvency practitioners to increase the funds available for all creditors is a better way forward.
