IMPORTANT UPDATE:
It seems like Sparkling Power 3 may ALSO give a guaranteed shiny in the wild zones without quests (if you know, you know) for the given type? This implies it may be something that can just Happen, and that Sparkling Power 3 forces it, and that the quest is tied to that.
There are a few things that are less known still; some spawners seem to always give the same species, for instance, and I am unsure if--should the spawners that have the given types all be out of range--it can fail to roll a "Catch Shiny Pokemon" mission. Any information is appreciated!
Combine this with the application of backup saves, and you can reset for a shiny alpha using the guaranteed shiny by repeatedly inserting your Sparkling Power 3 donut. (Due to seemingly low alpha rates I recommend Alpha Power 1 or higher; Alpha 2 or 3 is ideal, but Alpha 1 is WORKABLE.)
Furthermore, if you use the "Sparkling Power 3", it seems very likely (possibly guaranteed? hard to prove a negative) that--if the distortion contains a shiny of that type (or at least one in range of the entrance)--it will FORCE the "Catch Shiny Pokemon" quest to be active.
"Catch Shiny Pokemon" seems to select a spawner that is within range of the entrance, and forces a shiny on one of the spawners. This can be an alpha, this can be any of the species in question, it can be any gender; it seems to be otherwise randomly generated.

I tried posting some findings on this last night, but kept finding some minor contradictions to things I had said. Instead, I'm going to try and put my findings in this thread, but here's the idea:

Importantly, this wouldn't have passed without Dem support. There was enough of a split within Republican ranks that if Dems had voted against the bill it would've been doa. Giving Trump a blank check to warmonger *and* passing an anti-trans measure was a choice.

It turns out the reason for this is presumably due to it only backing up saves at the Pokemon Center, which is something so openly exploitable that proper management of it can let you get around several potentially problematic autosave traps (timer consumption for hyperspace, donut creation, etc.)
Guess who just discovered that backup saves are not updated in Legends Z-A upon entering hyperspace or fast traveling to the hyperspace entry point, letting you reset the whole thing if you load your backup save even if you do fast flying for shiny hunting? :3
