Causal regularities may constrain the mapping but don't determine it (because an observer can always establish a different mapping, weird though it might be).
But one still has to establish a mapping from trajectories to symbols and laws to formal rules. A trajectory as such is not a symbol (a purely formally individuated item in a code that is semantically interpretable), and a law as such is not a formal rule. +
I'm really just repeating John Searle's argument that syntax isn't intrinsic to physics, which seems right to me, though virtually nobody else thinks so!
I think some mappings from syntax to physics will be more tightly constrained and well-motivated by models than others, but as a matter of principle you can map a very simple system onto (say) a Turing machine
