You don't say but it seems reasonable to assume R1 throughout am peak.

People likely need to look for cancelled trips so there are buses available for R1. Are the cancellations across the network or mostly on buses with trips ending at Blair?

Our sources indicate the OCS wire likely snapped due to electrical arcing while a train (LRV 1166) was stationary. Ice created a gap between the pantograph and the wire, disrupting constant contact. The resulting arcing burned through the contact wire, leading to the break. βš‘οΈπŸš†

Freezing rain creates a layer of ice on the overhead catenary system (power lines). As the train’s pantograph (the apparatus on the roof) moves along the wire, this ice prevents consistent contact, causing the electricity to "jump" the gap, creating visible sparks or flashes.

No, that's not a fair comment, David Hill doesn't understand the cashflow.

The staff report says the subterranean parking facility at 70 Clarence has a "projected long-term net cashflow of -$68.9 million" and "capital and lifestyle costs exceed its revenue potential". That's not cashflow positive.
