Our sources indicate the OCS wire likely snapped due to electrical arcing while a train (LRV 1166) was stationary. Ice created a gap between the pantograph and the wire, disrupting constant contact. The resulting arcing burned through the contact wire, leading to the break. β‘οΈπ

The staff report says the subterranean parking facility at 70 Clarence has a "projected long-term net cashflow of -$68.9 million" and "capital and lifestyle costs exceed its revenue potential". That's not cashflow positive.
