And then the gvt never succeeded in getting health and social care round the table and crucially to commit budget to the concept of a multi agency EHC Plan so it has never been more than a LA/ educational plan
Parents groups were heavily involved and able to advocate at the highest level for parent and child voice at a time when, due to the austerity cuts and the gvt philosophy at the time, LA voices were heavily disenfranchised- it was very difficult to get a hearing for the ‘this won’t work’ argument
I was involved as PEP in a LA at the time and remember the processes well- the concept of high incidence needs as compared with low incidence was supposed to be cost saving - schools took responsibility for high incidence need with LA budgets focused on low incidence
The thinking behind the 2014 changes came from this paper which heavily influenced how LAs at the time planned for the introduction of the EHCP changes: policyexchange.org.uk/wp-content/u...
