I don’t think that’s it. He was spending money from FY2025 so he could get a ridiculous amount of money for FY2026. At least that’s how it was when I was in. I did supply for awhile and was told to make purchases so the $ wouldn’t be taken back.

September is typically when ridiculous purchases are made before the start of the new fiscal year on October 1st. I think moneys that haven’t been used would be taken back if not spent. So they spend what’s left and then get ridiculous amounts allocated again October 1st. It’s a shitty system.
