His bigotry and misogyny were the same in 2016 as 2024. So, assuming policy in 2025 would be similar to 2017 was not unreasonable. The policy that Jamelle highlights is much more aggressive though. People highly engaged in politics and policy anticipated more aggression. The average voter didn't.
