Chiseled a little tile to get the flange set deeper then fed about four tablespoons of concrete at a time followed by some percussive persuasion to get it to flow to the other side.
I surely ended up with more cement than aggregate in the far corner, but it's better than air.
Seriously, this guy pisses me off. A toilet is an easy one hour job and yet both times I've done it in this house I've had to fix something. Last time the flange was too low, now it's borderline too tall AND I need to mix some concrete and wait for it to set.
This fucking guy I bought the house from... I'm upgrading a toilet on the slab and found the flange is floating in air and secured to nothing other than the pipe which itself is just in moderately loose soil.
No wonder the old toilet felt unsteady.
