Quark, the Empire still needs reform. Martok has done an excellent job, but he's only one man and the corruption runs deeper than one man can handle in a term. J'mpok would only reverse the progress we've made under Martok.
Like Duras, he opposes the influence of the Federation and reform in the Empire.
Even more so, the fate of the Khitomer Alliance because J'mpok is a hard-liner.
