This is an issue in out city of Santa Cruz. Police need to provide security so people don't get hurt. Streets get shut down so traffic needs redirection. Parking fees can't be collected when streets are shut. It's a big deal to hold large rallies where people fill the street. Sucks, but it's true.

We have the same issue here in Santa Cruz, CA. It's not free to shut down roads, it cost lots of money to have security so people are safe. Also, parking fees that aren't' collected during the protest's hours are an issue. It sucks but cities can't foot the bill on their own.
