NYC has created an official reporting app for engine idling, it works well.
If the UK was serious about engine idling, and illegal parking, HMG would develop a similar app.
There are plenty of concerned citizens who would use it.

In the UK, if you accumulate 12 points in 4 years you get banned from driving.
A red light or speeding ticket is 3 points minimum.
The size of the fine doesn't really matter if you are going to lose your license after 4 tickets.

Both are enforceable by police.

In suburban London it can take a while, like crossing the junction of Christchurch Road and Merantum Way to walk between two neighbouring shopping centres. Is it acceptable to let pedestrians wait this long?
