To improve MPA governance and management, stakeholders have suggested that decision makers should enhance community engagement, co-develop alternative sources of income, and view conflicts as opportunities to create new conservation initiatives with local resource users.

Although some stakeholders noted that the MPA safeguards some ecosystem services (eg, seascape aesthetics), most perceived a decline in key services, such as harvestable fish and coastal protection, and in related human well-being attributes, such as identity, sense of place and income.

We found a clear mismatch between the opinions of MPA managers on governance and management and those of the other stakeholder groups.
Managers tended to hold positive views while fishers, fish vendors, tourism operators, and scientists expressed more negative opinions.
