Sorry - poor choice of words. Fundamentally, I think Dems view government/policymaking in terms of "doing things" (roads, schools, etc). Engaging in GOP-style messaging tactics and media manipulation is antithetical to the idea that you're supposed to be accomplishing things.

Think George Lakoff hit it on the head: GOP's goal is maintaining a social hierarchy, so reinforcing that hierarchy through initiatives like coordinated messaging is an end itself. Dems' instinct is to devote resources to trying to solve problems, so spending time demagoguing is counterproductive.
