To be fair, when I was cataloging legal books, the fact that they were translations was frequently missed, likely in pre-publication cataloging.

There are intellectual property (copyright) reason reasons for doing this as well as every other kind of potential access restriction. But indeed, it would also prevent thoughts from scraping.
