sure, your top speed in a car is higher, but in an urban environment (even the downtown area of a small city or town) you never get up to top speed to begin with because you encounter too many intersections where you must stop
not necessarily: depending on the number of stops at intersections, car traffic, etc. you can easily outbike someone in a car over a short distance like 3 miles
in Toronto, consistently the fastest way to get around is by bike because car congestion + the street grid downtown slows cars
