I remember learning about the Hays Code in film school and how it made it so that any amoral protagonist had to meet karmic justice by the end of the film and going “wow, that’s really silly” and then once a week I log online and see people argue that we need stuff like that now or it’s problematic

I’m not sure there are national implications? I can count on one hand (SF, Boston, DC, Chicago) the number of cities in America that have transit networks robust enough that congestion pricing is a viable policy. America isn’t really setup for it.
I find "America isn't really set up for it" to be an annoying rebuttal to any sort of proposal to reduce car dependency. Our leaders used policy to create a system of car dependency and we can sure as hell use policy to undo that. There are absolutely barriers, but do nothing is not a solution.
