Immer mehr Menschen ziehen in Hochwassergebiete und erhöhen das Risiko, von Flutkatastrophen getroffen zu werden. Seit 1985 ist die Zahl der Siedlungen in den risikoreichsten Überschwemmungsgebieten um 122% gestiegen, während sie in den sicheren Gebieten nur um 80% zugenommen hat.
