I completely agree with you. PPPs seem more like accounting shenanigans that make lawyers and consultants rich. At the moment *no one* in New Zealand can deliver infrastructure cheaply (a problem it seems to share with the entire Anglosphere).

Feels like it's probably relevant information that Auckland pays for its water infrastructure through charges rather than rates, therefore didn't need to raise rates as much as other councils. A rates cap won't make the demand for council spending go away, just shifting spending to charges.
The first team that popped into my head was San Antonio. JJJ defends best when he can roam with a big behind him. And SA can make the salary numbers match up easily in several different ways - no convoluted three team trades required.
