What authority under state law? Federal law preempts states ability to regulate fuel standards and tailpipe emissions.
Folks always forget the motor vehicle side - we wouldn't have had the same progress toward EVs in the US without the ability of major markets like CA (and all the states that adopt CA standards) to regulate GHGs under the CAA. No Mass v EPA = no state regs of tailpipe GHGs
