It should be entirely based on weight and mileage. If you drive a normal 3000 lbs car, less than a few thousand miles a year it should be cheap. If you drive a heavy 6000 lbs EV or truck, it should be hundreds, and for long haul trucking it should be expensive so trains get used more.
