Niestety FWSZ może służyć jedynie do finansowana armii. Miliardów euro nie otrzymają więc podmioty podległe MSWiA czy Ministerstwu Infrastruktury - w tym Straż Graniczna, Policja oraz Straż Pożarna. Taki system jest także bardziej kosztowny.
