Workers have been organizing for decades for a law that allows them to take breaks, drink water, and rest in the shade to escape the heat.
To explain the occupational heat hazard situation for workers in the US broadly: Around 40 workers die from environmental heat exposure each year, while upwards of 28,000 are injured (both considered undercounts).

In 2024, Florida Republicans banned heat protection for workers across the state. In public statements, they often mirrored industry lobbyists, sympathizing with business interests and stating that such laws are hard to comply with.
Messmer is trying to do the same here, but for the entire country.
Note the words used by sponsor Mark Messmer (R), who says the bill “empowers employers to maintain safe and realistic workplace standard parameters which allow for both their workers and the business to thrive.”
His sympathy toward employers and businesses despite the risk to workers stands out.
The bill does not propose any alternative to OSHA's rule.
The bill text is only 3-4 sentences long, with the sole purpose of killing the proposed national standard on heat injury and illness prevention.
As it stands, it likely would not affect state-level standards currently in place.
