right now, a loophole in US law has resulted in some intercountry adoptees slipping through the cracks and NOT receiving US citizenship. these adoptees have grown up and spent their whole lives in the US, and should be treated the same as their naturally-born siblings.

A: USCIS is the agency responsible for the immigration and naturalization processes. Certificates of Citizenship, Certificates of Naturalization, and Permanent Resident Cards can be obtained from USCIS.
Applying to adjust your status is different from requesting replacement certificates.
