As I wrote, he could have announced this months ago or he could have waited. He chose to announce this now, purposefully politicizing it, using classic Seattle passive aggressive strategy. It is practically the definition of passive aggressive.
Because he could have announced this at any other time. It's entirely appropriate. He could have announced this two months ago or two months from now. He's engaging in time honoured Seattle passive-aggressive behavior.
