No. We should conclude they are irrational because it’s most likely true. Maybe they were paid by big window to break some windows. But, probably not.

But if they’re part of a deliberate scheme, we should crack down on that.

No it's not that this is what means they're not rational. They're not rational for other reasons. It's just that, were you to persuade people they are doing this rationally, the response would probably be one you wouldn't prefer.

I wouldn't want to help that analysis, it doesn't seem very good. Generally people engaging in wanton destruction aren't thinking it out too much at all. And if they were, the responses we should engage in would be a lot harsher than if we assume they're acting irrationally.

I think it's not useful to reinvent the wheel on "shattering windows with rocks in a public street in the middle of the day is bad", like, we could, but people have stuff to do. Reconstructing the concept of morality from 0 every time we see people do harmful things is not worthwhile.

I think rational depends on your goals and we have some reasonable base assumptions that people have long goals like "not suffering". If someone throws rocks through windows we generally assume they are not considering the long term consequences for them, not actively trying to get locked up.
